Yamaha Golf Cart – What could be the problem?

I just an old Yamaha Golf cart for free, but it is not running. I have a battery installed and jacked up the back wheels, and it cranks very well. It has good strong spark, and it is definitely fuel. It just floods itself. It makes chug is not even so much as a single, backfire, or anything at all. After starting for a while, I pulled the plug. It is almost brand new, gapped to .035 " and soaked with gas. The carb looks like it has been recently reconstructed, everything seems like new, even the needle valve and swim. I hope to sell it and a few dollars make, and that will be much easier if it runs and drives to work. Thanks in advance for any help – I'm Messing with this thing since Tuesday night and I am pretty tired of guessing. I forgot to mention that the previous owner put itself to a car mechanic in an attempt to get it to work.
